Growth of UTV-related tourism and recreation in Moab and Grand County has dramatically increased noise pollution in our residential neighborhoods. The noise issue has caused an outpouring of citizen complaints to both City and County governments.
Moab residents have endured the negative impacts of UTV noise on our quality of life, health, and well-being for too long.
We request that Moab City Council prioritize quiet neighborhoods over noisy tourism and amend the City’s business license ordinance to require trailering of all rental and tour UTVs to and from the trailheads.
Data collected at the Sand Flats Recreation Area fee booth in March-August 2021 indicates that rental and tour UTVs make up over 2/3 of the users of Sand Flats Recreation Area. Rental and tour UTVs travel through our residential neighborhoods to and from SFRA trailheads. Thus, tour and rental UTVs are a big part of Moab's UTV noise problem. Moab City can and should regulate these businesses so that they do not cause noise pollution in residential neighborhoods.
We support our elected officials and residents working together to draft local ordinances for UTV rentals and tours.

We love to visit Moab, but we don't love it as much as we used to. The rapid increase in UTV noise is making Moab and the surrounding landscapes a much less pleasant place to visit.
A very large fraction of UTVs on Moab's streets are tours or rentals. Please use your authority to regulate businesses to require that this large class of UTVs uses trailers to access trailheads.
Most visitors come to the Moab area to experience the spectacular scenery in a relatively quiet way: car touring and sightseeing in national parks and public lands, hiking, biking, and floating rivers. Most visitors also enjoy lodging and dining in Moab. Over the last few years, all of these activities have become less enjoyable because of ever-increasing levels of UTV noise. Please don't let a noisy minority of visitors ruin Moab for the rest of us!
If Moab becomes known as the "noisy UTV capital of the world," we and other visitors will stop coming. Please don't let that happen.
